Congressman Mark Alford voted on May 15 to pass H.R. 8469, the Military Constructions, Veterans Affairs, and Related Programs Appropriations Act for Fiscal Year 2027. The legislation fully funds veterans’ healthcare and benefits while investing in military construction aimed at improving the quality of life for servicemembers and ensuring preparedness for future threats.
The bill is significant because it addresses several priorities important to both veterans and active-duty personnel. It increases transparency regarding fees paid to attorneys and consultants assisting with VA claims, boosts funding for the Toxic Exposures Fund to $54.6 billion, enhances technology adoption within the Department of Veterans Affairs (VA), and directs evaluations of older Army buildings such as those at Fort Leonard Wood.
Alford’s amendment was included in the bill, emphasizing a pilot program under the Survivors’ and Dependents’ Educational Assistance program. The amendment aims “to such educational assistance to no less than 1,000 students who are a dependent of a veteran and prepare them to be successful in college or some other post-high school educational program,” according to Alford.
The appropriations act also maintains funding for veterans’ research programs, mental health services, capital improvements at VA medical facilities, four national cemeteries, community care accounts that expand access to specialty care outside VA providers based on individual needs, efforts aimed at improving mental health outcomes among veterans, suicide prevention initiatives, infrastructure supporting advanced weapons systems including strategic investments in the Indo-Pacific region, as well as prohibitions related to Naval Station Guantanamo Bay.
Additionally, provisions prevent the VA from purchasing goods or services directly from Communist China or through indirect procurement linked with Chinese sources. The bill protects Second Amendment rights by preventing submission of veteran information from the VA to federal authorities without judicial consent.
