The Missouri State High School Activities Association announced on May 1 the results of its 2026 Annual Ballot, detailing how member schools voted on a series of proposed amendments to the organization’s Constitution and By-Laws.
The ballot addressed changes that affect coaches’ requirements, student transfer exceptions, non-school competition rules, and participation limits in various activities. These proposals are part of ongoing efforts to update policies for Missouri’s interscholastic activities programs.
MSHSAA Executive Director Dr. Jennifer Rukstad said, “This ballot reflects our continued dedication to strong governance and the growth of interscholastic activities throughout Missouri. Each proposed change to the MSHSAA Constitution and By-Laws has been thoughtfully crafted through our advisory committees or introduced by the Board of Directors to ensure our policies stay responsive, relevant and aligned with the needs of our member schools.”
Among the proposals approved were simplifying coach/director requirements (91.8% in favor), adding transfer exceptions for children of active-duty military personnel (99.5%) and non-resident parent educators (90.1%), as well as refugee or political asylum students (89.8%). Other measures included expanding non-school competition allowances (88.8%), allowing cooperative sponsorships among schools (90.1%), permitting team tennis preseason jamborees (95.1%), increasing allowable dance competitions from five to seven per year (80.6%), modifying Speech & Debate contest rules, and changing Scholar Bowl participation limits.
The Board will officially certify these results at its meeting in June; once certified, all changes will take effect July 1, 2026.
Broader implications include increased flexibility for student athletes facing family relocations or humanitarian circumstances and expanded opportunities across several extracurricular disciplines.
