Mayor Daniel J. Rickenmann | City of Columbia
The Columbia City Council has voted to call a special election on the question of whether to extend the Capital Improvement Sales Tax (CIST). The election will take place Tuesday, Aug. 6, 2024.
The current one-fourth (¼) of one percent sales tax was approved in 2015 and is set to expire on Dec. 31, 2025. Renewing the sales tax will allow the City of Columbia to continue maintenance of streets and sidewalks and make other improvements to public safety and city facilities.
There are approximately 40 possible projects that have been identified, with input from the community and city staff, for potential funding over the next 10 years. These projects could be funded, in part, by the Capital Improvement Sales Tax. Funding is divided among the Public Works, Police and Fire departments, with 25% being allocated to public safety projects and the remaining 75% being allocated to streets and sidewalks, maintenance and facilities. The total estimated cost for these projects is approximately $125,800,000.
The renewal of the Capital Improvement Sales Tax is anticipated to generate approximately $83 million over the next 10 years. The sales tax revenue in conjunction with an estimated $10 million in development fees and an estimated $27.7 million from the County Road Tax will ultimately fund the $125.8 million project list.
